TRAFFIC METROLOGY, KEY FOR INSURANCE OF ACCURACY AND RELIABILITY OF EQUIPMENT IN ROAD TRAFFIC

ABSTRACT: The basic problems corresponding to the traffic measurements have been presented in the paper. Measuring devices used to monitor speed, red lights and other physical quantities must exhibit high dependability to achieve credibility. The police have for years been using state-of-the-art and proven speed measuring equipment, whose function is based on a range of different metrological principles. Even when the measuring apparatus and procedures have been very well designed and tested, there remains the question of the reliability of the speeds measured and the certainty of their attribution to specific vehicles. An erroneous speed measurement could lead to a driver being unjustly awarded a fine or even have his driving license suspended. The task of the Traffic laboratory for speed and monitoring equipment for road traffic is to ensure the accuracy and reliability, for its entire serviceable life, of all equipment issued to the authorities for official use. This is the only way to ensure that measurements can be trusted and will be accepted by the public. Accordingly, speed measurement equipment for traffic monitoring must satisfy extremely high functional requirements. Before new measurement equipment may be used for official measurements, it must undergo strict, systematic testing. This is to determine whether the device type complies with country legal requirements and is suitable for the intended application.

 


SAŽETAK: U radu su predstavljeni osnovni problemi koji odgovaraju mjerenjima saobraćaja. Mjerni uređaji koji se koriste za praćenje brzine, crvenih svjetlosti i drugih fizičkih veličina koji moraju pokazati visoku pouzdanost kako bi se postigao kredibilitet. Policija godinama koristi suvremenu i dokazanu opremu za mjerenje brzine, čija se funkcija temelji na nizu različitih metroloških načela. Čak i kada su mjerni uređaji i procedure dobro projektovane i testirane, ostaje pitanje pouzdanosti izmjerenih brzina i sigurnosti njihovog pripisivanja određenim vozilima. Pogrešno mjerenje brzine može dovesti do toga da vozaču, nepravedno dodjeli novčanu kaznu ili čak obustavi vozačku dozvolu. Zadatak Saobraćajne laboratorije za brzinu i opremu za nadzor cestovnog saobraćaja je da obezbjedi tačnost i pouzdanost cjelokupne upotrebne sposobnosti opreme koja se izdaje vlastima za službenu upotrebu. Ovo je jedini način da se osigura vjerodostojnost i tačnost mjerenja. Shodno tome, oprema za mjerenje brzine za praćenje saobraćaja mora zadovoljiti izuzetno visoke funkcionalne zahtjeve. Prije nego što se nova mjerna oprema može koristiti za službena mjerenja, mora se podvrgnuti striktnom, sistematskom testiranju. Ovo je da se ustvrdi da li je tip uređaja u skladu sa pravnim zahtjevima zemlje i da je pogodan za planiranu aplikaciju.
