ROAD PRICE TARIFFING - TRAFFIC POLICY INSTRUMENT FOR COMPETITIVENESS OF THE FBIH HIGHWAY INFRASTRUCTURE

ABSTRACT: The Highway Infrastructure Manager has the obligation to monitor traffic flow throughout the day, month and year-round. Monitoring results must be evaluated for the benefit of the manager and user of the highway infrastructure. The traffic goals imposed on the manager are: increasing the level of safety, reducing queues at checkpoints, preventive environmental protection, etc. By monitoring the traffic flow, users of the motorway infrastructure enjoy the benefits defined by the manager's traffic goals. In addition, users need a stimulating transport policy that will influence the increased exploitation of highway infrastructure depending on the needs and habits of the users themselves. Results of traffic flow monitoring, ie users' habits and needs, the manager should offer stimulating toll prices throughout the day, week, month or throughout the year, which will influence the additional use of existing users, to attract new users, preventive distribution of traffic flow, environmental protection. in the highway infrastructure, etc. The highway manager must integrate into his transport policy an instrument known as toll pricing.

 

SAŽETAK: Upravitelj autocestovnom infrastrukturom ima obavezu monitoringa prometnog toka u toku dana, mjeseca i tokom cijele godine. Rezultati monitoringa moraju biti valorizovani u koristi upravitelja i korisnika
autocestovne infrastrukture. Saobraćajni ciljevi koji se nameću upravitelju su: povećanje stepena sigurnosti, smanjenje redova čekanja na naplatnim mjestima, preventivna ekološka zaštita, i sl. Monitoringom prometnog toka korisnici autocestovne infrastrukture uživaju benefite koji su definisani saobraćajnim ciljevima upravitelja. Pored navedenog, korisnici trebaju stimulativnu saobraćajnu politiku koja će utjecati na povećanu eksploataciju autocestovne infrastrukture ovisno o potrebama i navikama samih korisnika. Rezultati monitoringa prometnog toka, odnosno navika i potreba korisnika, upravitelj treba da u toku dana, sedmice, mjeseca ili tokom cijele godine ponudi stimulativne cijene cestarine koje će utjecati na dodatno korištenje postojećih korisnika, za privlačenje novih korisnika, preventivnu raspodjelu prometnog toka, ekološku zaštitu u prometnom pojasu autocestovne infrastrukture, i sl.
