ABSTRACT: European transport policy and sustainable transport strategies favor the so-called Modal Shift, which means the redirection of road transport to other, more environmentally friendly modes of transport, such as rail and maritime transport. Modal Shift primarily focuses on reducing road freight transport of freight bulk cargo (such as oil, cabbage materials, etc.) and offers a replacement that gives priority to rail or maritime transport. With this paper, based on EU legislation and guidelines for the implementation of Modal Shift, the possibility of using Modal Shift in BiH through the proposed software solution BHMS in the function of sustainable freight transport was examined. BHMS has been tested on a concrete example of redirecting the road freight to rail transport in Bosnia and Herzegovina for the purpose of transporting oil and oil derivatives.
SAŽETAK : Evropska transportna politika i strategije održivog transporta favoriziraju tzv. Modal Shift, što označava preusmjeravanje cestovnog transporta na druge, ekološki prihvatljivije vidove transporta, kao što su željeznički i pomorski transport. Modal Shift se primarno fokusira na smanjenje cestovnog prijevoza masovnih tereta (kao što su nafta, kabasti materijali i sl.) i nudi zamjenu, odnosno, daje prednosti željezničkom ili pomorskom transportu. Ovim radom polazeći od EU legislative i smjernica za primjenu Modal Shift-a, ispitana je mogućnost primjene Modal Shift-a u BiH, kroz predloženo softversko rješenje BHMS u funkciji održivog teretnog transporta. BHMS je testiran na konkretnom primjeru preusmjeravanja cestovnog transprota na željeznički transport u Bosni i Hercegovini za potrebe prijevoza nafte i naftnih derivata.
