ABSTRACT: The contemporary business conditions of European railways require a stronger focus on safety management. An adequate identification of internal and external causes of accidents, risk assessment and accident prevention are the focus of railway safety management system. Effective analysis and control of the railway system performances is a key element in maximizing the investment potential, reduce costs, and maintenance or improving the level of safety performances of the railway system. Bearing in mind that the safety is the one of the key determinants of the quality of rail services, the proposed model of integrating rail SMS (Safety Management System) with Six Sigma management method, presented through the DMAIC (Define, Measure, Analyze, Improve, Control), is a significant potential to improve and optimize rail systems safety in general.
SAŽETAK: Savremeni uslovi poslovanja evropskih željeznica zahtijevaju značajniji fokus na upravljanje bezbjednošću. Adekvatna identifikacija internih i eksternih uzroka nesreća, te procjena rizika i prevencija nesreća, predstavljaju fokus upravljanja bezbjednošću željezničkog sistema. Efektivna analiza i kontrola performansi željezničkog sistema predstavljaju ključne element u maksimiziranju investicijskog potencijala, reduciranja troškova, te održavnja ili poboljšanja nivoa bezbjednosnih performansi željezničkog sistema. Imajući u vidu da je bezbjednost jedna od ključnih determinanti kvaliteta željezničke usluge, predloženi model integriranja željezničkog SMS-a (Safety Management System) sa Šest Sigma menadžment metododom kvaliteta, prezentirane kroz DMAIC (Define, Measure, Analyze, Improve, Control), predstavlja značajan potencijal u poboljšanju i optimiziranje bezbjednosti željezničkog sistema općenito.
