ANALYSIS OF THE IMPLEMENTATION OF REGULATIONS AND GUIDELINES IN THE AREA OF PEDESTRIAN TRAFFIC SAFETY

ABSTRACT: Road traffic safety can be defined as being socially acceptable risk. The problem of security of vulnerable users including children, pedestrians, cyclists is not properly treated in European transport policy and therefore not in Bosnia and Herzegovina. Traffic planners have recently made positive progress in terms of improving mobility and traffic flow of the road motor vehicles while the safety and accessibility of vulnerable users has not been sufficiently taken into account. Man as a traffic participant with personal characteristics, mental and physical characteristics, education and culture, is the most responsible entity that affects this risk. Pedestrians fall into the category of the most vulnerable traffic participants, regardless of their age, but sometimes they are not aware of how much due to ignorance and disrespect of traffic regulations or reckless actions they can contribute to the occurrence of a traffic accident or be a part of it. For greater safety of pedestrians in traffic it is necessary to change a series of elements, from education, prevention activities and effects on human consciousness, to the repressive activities as a extreme measure to create greater road traffic safety. Only such an approach can modify the image of suffering on our roads. The work is focused on the safety of vulnerable road traffic users. An analysis of the implementation of regulations from the field of vulnerable road traffic users safety, risks to which they are exposed,as well as their protection measures was conducted.

 

SAŽETAK: Sigurnost cestovnog saobraćaja može se definisati kao stanje društveno prihvatljivog rizika. Problem sigurnosti ranjivih korisnika koji uključuju djecu, pješake, bicikliste nije odgovarajuće tretiran u evropskoj saobraćajnoj politici pa tako ni u Bosni i Hercegovini. Saobraćajni planeri su u zadnje vrijeme napravili pozitivne pomake u pogledu poboljšanja mobilnosti i protočnosti cestovnih motorn ih vozila pri čemu se nije dovoljno vodilo računa o sigurnosti i pristupačnosti ranjivih korisnika. Čovjek kao učesnik u saobraćaju sa osobnim značajkama, psihofizičkim osobinama, obrazovanjem i kulturom, najodgovorniji je subjekt koji utječe na taj rizik. Pješaci spadaju u kategoriju najugroženijih učesnika u saobraćaju i bez obzira na uzrast i životnu dob ponekad nisu svjesni koliko zbog nepoznavanja i nepoštivanja saobraćajnih propisa ili nepromišljenih postupaka mogu doprinijeti nastanku saobraćajne nesreće odnosno sudjelovati u njoj. Za veću sigurnost pješaka u saobraćaju potrebno je promijeniti niz elemenata od obrazovanja, preventivnih aktivnosti i djelovanja na svijest čovjeka, pa do represivnih aktivnosti kao krajnje mjere u stvaranju veće sigurnosti cestovnog saobraćaja. Samo takav pristup može izmijeniti sliku stradanja na našim cestama. Rad je usmjeren na sigurnost ranjivih korisnika cestovnog saobraćaja. Izvršena je analiza provođenja propisa u oblasti sigurnosti ranjivih korisnika cestovnog saobraćaja, rizici kojima su izloženi ranjivi korisnici cestovnog saobraćaja kao i mjere zaštite.
