REGULATIONS AND DECISIONS OF THE EU IN THE SEGMENT AIRPORT CERTIFICATION

ABSTRACT: In the process of joining the EU, the Member States must adapt their legislation to the EU regulations. Prior to the opening of negotiations between the EU and candidate countries, there is screening process during which of legislation of the candidate countries define areas that should be adjusted to Community legislation and the extent to which adjustment is necessary.
In aviation in particular, on the basis of the signed agreement of the ECAA, BiH must (although not a member of the EU), download regulations and incorporate in its legislation. A fundamental change occurred with the creation of the SES, and then consequently and EASA. To ensure uniformity with regard to the application of common requirements, it is essential that the competent regulatory authorities (CAA), when assessing compliance with these requirements apply common standards. BH DCA in BiH must develop acceptable means of fulfilling the instructions for use to facilitate the necessary regulatory uniformity.
EC Regulation 139/14, inter alia, the detailed rules on the conditions for the issuance, maintenance, modification, restriction, suspension or revocation of certification of airports, certification of the organization responsible for the operation of the airport, including operating limitations associated with special sizing airport.

 

SAŽETAK: U postupku pridruživanju EU, zemlje članice moraju prilagoditi svoju regulativu regulativi EU. Prije otvaranja pregovora između EU i zemlje kandidatkinje sprovodi se screening, tj. postupak tokom kojeg se unutar zakonodavstva pojedine zemlje kandidatkinje utvrđuju područja koja treba prilagoditi zakonodavstvu Unije te do koje je mjere potrebna prilagodba. U zrakoplovstvu posebno, a na osnovu potpisanog sporazuma ECAA, BIH mora (iako nije član u EU), preuzimati regulativu i inkorporirati u svoje zakonodavstvo. Ključna promjena se dogodila sa kreiranjem SES, a onda i posljedično i Agencija EASA. Za osiguravanje ujednačenosti s obzirom na primjenu zajedničkih zahtjeva, bitno je da nadležna regulatorna tijela (CAA ), pri ocjenjivanju sukladnosti s tim zahtjevima primjenjuju zajedničke standarde. BHDCA u BIH mora izraditi prihvatljive načine ispunjenja i upute za upotrebu kako bi olakšala potrebnu regulatornu ujednačenost. EC Uredbom 139/14 između ostalog se utvrđuju detaljna pravila o uslovima za izdavanje, održavanje, izmjene, ograničavanje, privremeno ili trajno oduzimanje certifikata aerodroma, certifikata za organizacije odgovorne za rad aerodroma, uključujući operativna ograničenja povezana s posebnom konstrukcijom aerodroma.
