FINANCING AND DYNAMICS OF CONSTRUCTION OF PUBLIC RAILWAY INFRASTRUCTURE IN THE FEDERATION OF BOSNIA AND HERZEGOVINA

ABSTRACT: Dense railway networks in Bosnia and Herzegovina have decreased by 36% in the last hundred years. The exploitation period of the railways on the existing network of railways in the Federation of Bosnia and Herzegovina has long since expired, and the reconstruction of the network of railways at the level of the main repair was carried out on only 26.6% of the network, on the TNT-T corridor Vc. The funds for the reconstruction of the railway network were provided through inter-national credit agreements, "Regional railway project in Bosnia and Herzegovina I" (2002-2004) and "Regional railway Project in Bosnia and Herzegovina II" (2008-2014), where the Federation of Bosnia and Herzegovina is represented by 103.5 million (Euro). Regardless of the significant positive business results that are generated by the Public railway company of the Federation of Bosnia and Herzegovina, despite the fact that WBIF (Western Balkans Investment Framework) rail projects are financed with 50% of grant funds, the new investment cycles for main rail repair have been completely stopped. Consequently, the requirements for ongoing maintenance of the railway infrastructure will greatly increase in order to maintain the existing level of infrastructure services. Apart from the delay in the realization of the reconstruction of railway lines, the dynamics of adjusting the parameters of the railway along the basic network with the defining standards of the TNT-T rail corridor is uncertain.


SAŽETAK: Gustina željezničke mreže u Bosni i Hercegovini se smanjila za 36% za posljednjih stotinu godina. Eksploatacioni vijek pruga na postojećoj mreži željezničkih pruga u FBiH je već odavno istekao, a obnova željezničke infrastrukture na nivou glavne opravke izvršena je tek na 26,6% mreže i to na TNT-T koridoru (koridor Vc). Sredstva za obnovu pruga su se obezbjeđivala putem međunarodnih kreditnih ugovora, „Regionalni projekat željeznice u BiH I“ (2002. -2004.) i „Regionalni projekat željeznice u BiH II“ (2008.-2014.), gdje je FBiH zastupljena sa 103,5 miliona (Eura). Bez obzira na značajne i pozitivne poslovne rezultate koje ostvaruje Javno preduzeće Željeznice Federacije Bosne i Hercegovine, bez obzira što se putem WBIF željeznički projekti finasiraju sa 50% grant sredstava, novi investicioni ciklusi za obnovu željezničke infrastrukture, na nivo glavne opravke, je potpuno zaustavljen. Slijedom navedenog, izrazito će porasti potrebe na poslovima tekućeg održavanja željezničke infrastrukture kako bi se zadržali postojeći nivoi usluge infrastrukture. Pored zakašnjenja projekata velike opravke pruge, neizvjesno je vrijeme i dinamika prilagođavanje parametara trase pruga na osnovnoj mreži definsanim standardima TNT-T koridora za željeznice.
