ABSTRACT: Project management includes planning, organizing, monitoring and controlling all aspects of the project, and motivating all involved in achieving project goals in a safe way, within planned costs, time and according to the given perfomance. According to world forecasts, in the future, project management will be one of the most important and most attractive professions. The leader is the key person in project management, who, with the support of his associates, team and home organization, proposes or makes all important decisions about the project. The tasks of the project leader are extremely complex, responsible, stressful and influential and can not be performed by improvisations, experience or exclusively with intuition. World experiences confirm that project leaders should be people of special traits, who have a set of knowledge, skills, experiences, and natural traits. In the paper, research is presented on the professional profile and characteristics that should be possessed by project leaders, as well as all other personnel engaged in the field of transport infrastructure projects management. The activity of relevant international institutions and associations dealing with certification of personnel in the field of project management was also analyzed. On the basis of the comparative analysis, it was pointed out the differences in the trends and approach to the management of transport infrastructure projects.
SAŽETAK: Upravljanje projektom obuhvata planiranje, organizaciju, praćenje i kontrolu svih aspekata projekta, te motivisanje svih uključenih za postizanje projektnih ciljeva na siguran način, unutar planiranih troškova, vremena i prema zadanim perfomansama. Prema svjetskim predviđanjima, u budućnosti će vođenje projekta biti jedna od najvažnijih i najatraktivnijih profesija. Voditelj je ključna osoba koja upravljanja projektom, i koja uz potporu svojih saradnika, tima i matične organizacije predlaže ili donosi sve važne odluke o projektu. Poslovi voditelja projekta izrazito su složeni, odgovorni, naporni i utjecajni i ne mogu se obavljati improvizacijama, iskustvom ili isključivo intuicijom. Svjetska iskustva potvrđuju da voditelji projekta treba da budu ljudi posebnih osobina, koji imaju određeni sklop znanja, vještina, iskustava, kao i prirodnih osobina. U radu su prezentirana istraživanja o profesionalnom profilu i karakteristikama koje bi trebali posjedovati voditelji projekta, kao i svi ostali kadrovi angažovani u oblasti upravljanja projektima saobraćajne infrastrukture. Analizirana je također djelatnost relevantnih međunarodnih institucija i udruženja koja se bave certificiranjem kadrova u oblasti upravljanja projektima. Na osnovu komparativne analize, ukazano je na razlike u trendovima i pristupu upravljanja projektima saobraćajne infrastrukture.
