POSSIBILITIES FOR IMPLEMENTATION OF THE MODULE OF PUBLIC-PRIVATE PARTNERSHIP IN THE RAILWAY INFRASTRUCTURE SECTOR OF BOSNIA AND HERZEGOVINA

ABSTRACT: Although significant investments in the reconstruction of Bosnia and Herzegovina railway infrastructure have been evident in recent years, with a significantly higher annual average per kilometer of railway compared to other Western Balkan networks, it is still not enough to prevent further deterioration of the capacity of the railway infrastructure capacity and to bring them to full functionality. The traditional way of financing railway infrastructure, based on accumulation and budget, can not provide sustainable financing of railway infrastructure in Bosnia and Herzegovina. Creating a public-private partnership as a mechanism for the implementation of railway projects should define and allocate resources, responsibilities, risks and revenues appropriately in order to achieve positive effects and mutual benefits both for the public and private entities.


SAŽETAK: Iako je posljednjih godina evidentno značajno ulaganje u rekonstrukciju bosanskohercegovačke željezničke infrastrukture, sa znatno višim godišnjim prosjekom po kilometru pruge u poređenju sa drugim mrežama Zapadnog Balkana, ono još uvijek nije dovoljno da spriječi dalje pogoršanje stanja kapaciteta željezničke infrastrukture i da ih dovede do potpune funkcionalnosti. Tradicionalni način finansiranja željezničke infrastrukture, zasnovan na akumulaciji i budžetu, ne može obezbijediti održivo finansiranje željezničke infrastrukture u Bosni i Hercegovini. Stvaranje javno-privatnog partnerstva kao mehanizma za implementaciju željezničkih projekata treba definirati i alocirati resurse, odgovornosti, rizike i prihode na odgovarajući način kako bi se postigli pozitivni efekti i obostrane koristi i za javni i za privatni subjekt.
