ABSTRACT: Toll collection represents a conventional way of financing the construction of highway infrastructure and the successful maintenance of built-up kilometers of highways. By modeling the leading EU countries, our country has applied two toll-collection methods: cash toll collection and electronic toll collection (called ACC). By constructing new kilometers of highway and increasing the number of users of ACC services, the manager of the highway infrastructure in the Federation of BiH - JP Autoceste FBiH d.o.o. Mostar, through the implementation of the "Biling system", technically and technologically improved the electronic toll collection. ACC services with upgrading the Biling system should provide its users with a simple supplement of cash, management and control with supplemented cash. The electronic monitoring of each individual ACC device in real time is one of the benefits provided by the Biling system.

SAŽETAK: Naplata cestarine predstavlja konvencionalni način finansiranja izgradnje autocestovne infrastrukture i uspješnog održavanja izgrađenih kilometara autoceste. Po uzoru na vodeće zemlje EU naša zemlja je primjenila dva načina naplate cestarine: gotovinska naplata cestarine i elektronska naplata cestarine (pod nazivom ACC). Izgradnjom novih kilometara autoceste i povećanjem broja korisnika ACC usluge, upravitelj autocestovne infrastrukture u Federaciji BiH – JP Autoceste FBiH d.o.o. Mostar implementacijom „Biling sistema“ tehnički i tehnološki unaprijedio je elektronsku naplatu cestarine. ACC usluga uz nadogradnju Biling sistema treba da svojim korisnicima omogući jednostavnu dopunu novčanih sredstava, upravljanje i kontrolu dopunjenim novčanim sredstvima. Elektronsko praćenje svakog pojedinačnog ACC tag uređaja u realnom vremenu jedna je od prednosti koje pruža Biling sistem.
