THE ACHIEVED LEVEL OF RESTRUCTURING OF THE RAILWAY SECTOR IN BOSNIA AND HERZEGOVINA IN ACCORDANCE WITH EU DIRECTIVES

ABSTRACT: Railway sector in Europe in the last twenty-five years went through radical changes. Member countries of the European Economic Community are trying torestructure railways from old state owned company into a profitable and economically viable contemporary company adaptable to the market economy. As the first step in this process: is restructuring railways in organizational and technical and technological ways. Restructuring goes in the direction of bringing the railways in approximately equal position with other modes of transport. The first step is to separate the transport (operations) from the infrastructure where operations go onthe market and infrastructure stays owned by state. Next step is regulating relationships between Member States of EU by creating a single transport market and introducing competition in the railway network in Europe. The strategic objectives are Interoperability and guaranteed security.

Most European countries has its own way in the process of restructuring that is conditioned primarily by position of railways in the economic system of the country and the willingness of competentauthority to deal with this issue. Another important factor is the level of development and technology of railway equipment, then, the achieved level of restructuring in the neighboring countries, or region that are inevitably transmitted and reflected on the neighbors. Railways in Bosnia and Herzegovina, together with the neighboring railways, except for the Croatian Railways, are onthe beginning of this journey full of unknowns and challenges.

 

SAŽETAK: Željeznički sektor u Evropi u poslednjih dvadeset pet godina prolazi kroz korjenite promjene. Zemlje članice Evropske Ekonomske Zajednice pokušavaju, željeznicu kao staru državnu administrativnu firmu restruktuirati i od nje napraviti profitabilnu i ekonomski održivu savremenu kompaniju prilagodivu uslovima tržišnog privređivanja. Kao prvi korak na tom putu je restruktuiranje željeznice u organizacionom i u tehničkotehnološkom pogledu. Restruktuiranje ide u pravcu dovođenja željeznice u približno ravnopravan položaj sa drugim granama saobraćaja. Prvi korak je odvajanje transporta (operacija) od infrastrukture pri čemu operacije idu na tržište a o infrastrukturi se brine država. Zatim se uređuju odnosi između država članica stvaranjem jedinstvenog transportnog tržišta i uvođenjem konkurencije na mreži svih pruga u Evropi. Strateški ciljevi kojima se teži su Interoperabilnost i garantovana bezbijednost.

Većina Evropskih država ima neki svoj put u ovom procesu restruktuiranja koji je uslovljen prije svega pozicijom željeznice u privrednom sistemu države i spremnošću nadležnih organa da se bave ovim pitanjem. Drugi bitan faktor je nivo razvijenosti i tehničko-tehnološke opremljenosti same željeznice. Zatim, dostignuti nivo restruktuiranja u susjednim državama, odnosno regionu koje se neminovno prenosi i reflektuje na susjede.

Željeznice u BiH, zajedno sa susjednim željeznicama izuzev Hrvatskih Željeznica, su na početku tog puta punog
nepoznanica i izazova.
