GUIDELINES AND EU STANDARDS FOR CERTIFICATION OF OPERATIONS AND TASKS IN RAIL SYSTEM OF BIH

ABSTRACT: At present, the railway system is subject to strong technical and institutional development. In addition to the national railways, there are new private railway companies, the new railway lines are beeing built and new ways of organizing traffic are beeing developed. Şpeed increase and introduce new modern rail transport systems. Facing this deep transformation it has become necessary to maintain consistency and to achieve a higher level of safety and at the same time to contribute to the development of interoperability of the European rail network by ensuring equal treatment of all participants in the rail system. The rail transport is a complex area in which the safety is under control as long as there are clearly defined responsibilities and roles of all stakeholders. The state sets the safety objectives and the way they can be achieved. The National safety authority issues the authorisations for railway vehicles, safety certificates, and performs audist and monitoring of the railway sector. A competent authoriesed or notified bodies perform the certification of the Entities in charge of maintenance, certification of train drivers and risk assesment bodies in the framework of common safety methods.

 

SAŽETAK: Trenutno, željeznički sistem predmet je jakog tehničkog i institucionalnog razvoja. Pored nacionalnih željeznica javljaju se nova privatna željeznička preduzeća, grade se nove pruge i razvijaju se novi načini organizacije saobraćaja. Povećavaju se brzine i uvode novi savremeni šinski sistemi prijevoza. Suočeni sa ovom dubokom transformacijom postalo je neophodno sačuvati dosljednost i ostvariti veći nivo bezbjednosti a ujedno doprinositi razvoju interoperabilnosti evropske željezničke mreže osiguravajući jednak tretman svih učesnika željezničkog sistema. Željeznički transport je jedna kompleksna oblast u kojoj se bezbjednost drži pod kontrolom sve dok je jasno definisana odgovornost i uloga svih aktera. Država postavlja bezbjedonosne ciljeve i način na koji ih dostići. Nacionalno tijelo za bezbjednost izdaje dozvole za željeznička vozila, izdaje certifikate o bezbjednosti, kontroliše i nadgleda željeznički sektor. Kompetentna ovlaštena ili imenovana tijela vrše certificiranje tijela zaduženog za održavanje željezničkih vozila (ECM), certificiranje mašinovođa i tijela za procjenu rizika u okviru zajedničkih bezbjedonosnih metoda.
