CERTIFICATION OF WORKS AND TASKS OF TRAINING OF CANDIDATES FOR DRIVERS IN TRAFFIC AND TRANSPORT IN MACEDONIA COMPARED TO EU STANDARDS AND DIRECTIVES

ABSTRACT: Transportation of people or goods can be carried out only if they meet specific exploitation conditions for certain types of carriage and if the vehicle or combination of vehicles that transport is carried out, in addition to the conditions laid down regulations on transport safety on roads and other regulations, meet the technical and exploitation conditions. With motor vehicle which performs transportation can manage a person who meets the requirements set by the road traffic safety. The rules on driving licences are essential elements of the common transport policy, contribute to improving road safety, and facilitate the free movement of persons taking up residence in a Member State of the EU, other than the one issuing the licence. Given the importance of individual means of transport, possession of a driving licence duly recognised by a host Member State promotes free movement and freedom of establishment of persons. Despite the progress achieved with harmonising the rules on driving licences, significant differences have persisted between Member States in the rules on periodicity of licences renewal and on subcategories of vehicles, which needed to be harmonised more fully, in order to contribute to the implementation of Community policies. Tiredness and speeding are common causes of accidents among drivers of lorries, coaches and company cars. Road accidents are the leading cause of work-related death in industrialised countries. EU directives lays down requirements for the initial qualification and periodic training of professional drivers holding. The purpose of this paper is to present the national regulations in the R.of Macedonia, in relation with the training of novice drivers and professional drivers, compared with the directives of the European Union.

 

SAŽETAK: Prijevoz osobe ili tereta može se vršiti samo ako su ispunjeni posebni eksploatacioni uvjeti za pojedine vrste prijevoza i ako vozilo ili skup vozila kojim se vrši prijevoz, pored uvjeta utvrđenih propisima o sigurnosti prijevoza na cestama i drugim propisima, ispunjava tehničko-eksploatacione uvjete. Sa motornim vozilom kojim se vrši prijevoz može upravljati osoba koja ispunjava uvjete utvrđene propisima o sigurnosti prometa na cestama. Pravila o vozačkim dozvolama su ključni elementi zajedničke politike transporta, doprinijeti poboljšanju sigurnosti na cestama, i olakšati slobodno kretanje osoba kojima je prebivalište u državi članici EU osim one koja izdaje dozvolu. Obzirom na važnost pojedinih transportnih sredstava, posjedovanje vozačke dozvole od strane domaćina država članica promovira slobodu kretanja osobe. Unatoč napretku koji je postignut sa usklađivanjem pravila o vozačkim dozvolama, značajne razlike i dalje postoje između država članica koje se odnose na periodičnost obnavljanja dozvola i na podkategorije vozila, koje je potrebno uskladiti, kako bi doprinijelo političkoj implementaciji Zajednice. Umor i prebrze vožnje su najčešći uzroci nesreća kod vozača kamiona, autobusa i automobila. Saobraćajne nesreće na putevima su vodeći uzrok smrti u vezi sa radom u razvijenim zemljama. Direktiva EU propisuje zahtjeve za početne kvalifikacije i održavanje periodične obuke profesionalnih vozača. Svrha ovog rada je da se predstave nacionalni propisi Republike Makedonije, u vezi sa obukom vozača početnika i profesionalnih vozača, u usporedbi sa direktivama Evropske unije.
